Humanitarian OpenStreetMap Team (HOT) is a US-based NGO and global community of thousands of volunteers working together to use maps and open data for humanitarian response and the Sustainable Development Goals. As the world’s preeminent participatory mapping NGO, HOT has fostered a global mapping community composed of more than 50,000 people with ground operations in five countries. When major disaster strikes anywhere in the world, HOT rallies this global network to create the maps and data that enable responders to reach those in need.

HOT is soliciting CVs of applicants for positions in Monrovia, Liberia to support two concurrent projects with the World Bank to execute innovative mapping technologies for disaster resilience and mixed methods surveying to understand urban market dynamics and economics. The projects will incorporate a wide range of methodologies for data collection including UAV imagery capture, streetview imagery capture, mobile data collection and surveying, and qualitative data collection through focus group discussions and key informant interviews. The project will include travel to Monrovia, Liberia and remote support.

About the Position

The Associate Project Manager will lead HOT’s mapping, data collection, and training activities on the project in close coordination with the Project Manager. This includes customizing and delivering in-person training, assisting with implementation of field data collection, managing the work of surveyors, designing and implementing qualitative data collection, and supporting in data collation following project activities. This role is a four to six week assignment partially based in Monrovia, Liberia, depending on time of hire.

Responsibilities

  • Assist Project Manager with planning, organizing and implementing trainings and data collection in coordination with partner organizations

  • Implement data collection forms using OpenDataKit Collect, OpenMapKit and other mobile data collection tools

  • Provide technical guidance and expertise on participatory mapping and OpenStreetMap

  • Develop and provide training in OpenStreetMap and related tools to local partners

  • Oversee, train, and supervise a team of surveyors

  • Communicate about project activity, including assisting with regular blogs posts and (social) media updates as required

  • Execute and automate data cleaning, validation and upload to OpenStreetMap

  • Analyze geospatial data and produce visually compelling maps and analysis methods that can be shared with partner organizations

  • Participate in field data collection

  • Support the design, implementation, and management of qualitative data collection

  • Assist in project report writing and translation as necessary

  • Engage local communities and partners to educate people about the value of open data and mapping as a key infrastructure to sustainable development and the use of available open data repositories for the appropriate geographic data.

About You

Essential:

  • Hold a university or college degree in Public Health, Geography, GIS, Disaster Risk Management, Urban Planning, Computer Science, or a related field.

  • Care deeply about the mission: passionate about humanitarian / development work demonstrated through prior professional or volunteer experiences

  • Fluency in English

  • At least 3 years professional experience

  • Experience in qualitative data collection methodologies

  • Experience in GIS and spatial data analysis, including remote sensing and imagery

  • Experience managing and leading teams and strong organisational skills

  • Clear vision of participatory data collection methods and community involvement, preferably using OpenStreetMap

  • Experience with OpenStreetMap tools, such JOSM and iD, QGIS

  • Experience with mobile survey tools including OpenMapKit, OpenDataKit (ODK), Kobo Collect and X-form building

  • Experience running training sessions, workshops or teaching

  • Proven ability to work independently and lead activities

  • Demonstrated leadership, versatility, and integrity

  • Demonstrated understanding of open source and open data culture and ethos across cultural contexts.

  • Able to travel and be deployed when needed based on project activities

Additional desirable skill sets/experience:

  • Experience working in Liberia, or West Africa strongly desired

  • Experience in disaster response, open data or open source strongly desired

  • Sector expertise in disaster risk reduction, public health, or water, sanitation, & hygiene

Conditions

  • Assignment on contractor basis. Salary determined by HOT pay scales. Airfare to Monrovia, Liberia and in-country travel provided.
