Global Monitoring, Evaluation, Research and Learning Manager

Humanitarian OpenStreetMap Team (HOT) is a US-based NGO and global community of thousands of volunteers working together to use maps and open data for humanitarian response and the Sustainable Development Goal. As the world’s preeminent participatory mapping NGO, HOT has fostered a global mapping community composed of more 225,000 people with ground operations in six countries. When major disaster strikes anywhere in the world, HOT rallies this global network to create the maps and data that enable responders to reach those in need. Leveraging field expertise we’ve built over the past 5+ years, HOT continues to integrate Disaster Risk Reduction and local community support to increase support for Missing Maps and humanitarian partners including the Red Cross, Médecins Sans Frontières, World Bank, and UN OCHA, among others.
HOT is looking for someone passionate about, and experienced in, measuring the impact of digital development and humanitarian action projects. You should be able to work within a fast-paced, international organization responding to urgent crises and persistent development issues. You should be excited about developing systems and processes to track metrics globally across all the sectors in which HOT works (health, education, gender equity, disaster response, DRR, and more). You should be familiar with the SDGs and measuring the outputs, outcomes and impact of digital projects in a global environment. You will enjoy training implementation teams on the collection of high quality data. You will have experience carrying out statistical analysis for large-scale global projects. You will work on HOT’s M&E and research strategy, both ongoing data collection and evaluation, and its implementation in all regions of the world.
-Support the Director of Finance & Impact on the development of the organization’s Global Monitoring Evaluation Research and Learning (GMERL) strategy and research goals
-Develop the core metrics framework that the organization will track to understand all levels of impact by engaging stakeholders and international data standards (IATI, SDGs, WB data, etc). Design how HOT will measure the impact of data interventions in the humanitarian and development context (HOT does not directly serve crisis-affected populations, but our work & data supports organizations that do)
-Hire and manage a global team of M&E associates to successfully implement GMERL strategy, in each of HOT’s 4 regional hubs
-Design a GMERL system in collaboration with Director and Associates that cuts across field implementation teams, community engagement teams and a technology innovation team and must operate effectively in low resource settings. Develop and implement policies & procedures for collecting high quality data and reporting on it in a timely manner to various audiences, including senior management and external stakeholders.
-Train programmatic team members on data collection, analysis and reporting in line with HOT’s GMERL procedures
-Collaborate with HOT’s technology innovation team to integrate OpenStreetMap data into organizational M&E framework and to create technology tools for the GMERL system
-Coordinate components of the organization’s research function in collaboration with academic partners
-Carry out on going data & statistical analysis
-Support donor metric reporting alongside program teams
-Bachelor’s degree (Master’s preferred) in data science, international development, GIS, or similar field
-At least 5 years of experience leading the monitoring & evaluation of ICT4D/digital development/humanitarian information projects
-At least 3 years managing a team of 2 or more individuals
-Proven experience developing a GMERL strategy that is implemented across international locations, especially low resource environments
-Familiarity with GIS and OpenStreetMap
-Care deeply about the mission: passionate about humanitarian & development work demonstrated through prior professional experiences
-A good sense of humour and willingness to learn
-Experience working with academia or similar organization to publish peer-reviewed research
-Skills and work experience in statistical analysis and software, such as SPSS, SAS, R, STATA, etc.
-Lived or worked internationally a plus
