Humanitarian OpenStreetMap Team (HOT) is a US-based NGO and global community of thousands of volunteers working together to use maps and open data for humanitarian response and the Sustainable Development Goals. As the world’s preeminent participatory mapping NGO, HOT has fostered a global mapping community composed of more than 270,000 people with ground operations in eight countries. HOT supports the growth of open mapping communities worldwide. When major disaster strikes anywhere in the world, HOT rallies this global network to create the maps and data that enable responders to reach those in need.
HOT works closely with humanitarian and development partners including the Red Cross, Médecins Sans Frontières, World Bank, and UN OCHA, among others. In 2020, HOT was awarded funding from The Audacious Project. Over the next five years, this funding will enable HOT to scale up its support to local mapping communities with the aim of mapping an area home to one billion people, adding places at high risk of natural disaster or experiencing poverty.
About the Position
The project goal is to build and support the capacity of five cities or small island states in the Latin America & Caribbean region prone to natural hazard and climate risks and to create, compile and use open source information for resilience purposes. This project will use an open and collaborative approach to geospatial data collection, ensuring the participation of local governments, universities, disaster risk management and urban experts, and community stakeholders.
The Project Manager will serve as the representative of HOT on the project. Reporting to HOT’s Field Programs Team, you will have wide and varied responsibilities. These range from assisting in the set up of HOT’s presence in project locations to project planning, day-to-day management of all activities in each country, building and maintaining relationships with government agencies, NGOs, and donors, staff supervision, and oversight of administrative, operational, and security procedures in the project locations.
- Manage relations and support teams of mappers and/or sub-grants to local mapping communities in project locations.
- Develop and execute project strategy, approach, and work plan(s) in conjunction/agreement with HOT management and partners/donors.
- Deliver project outputs on-time and on-budget as specified in project technical proposals and financial proposals.
- Serve as liaison with stakeholders, project partners, local teams, and HOT Global staff.
- Assist in management and recruitment of local staff, as well as identifying local implementing partners/organizations.
- Oversee project finances, HR, and logistics with support from HOT Global staff.
- Oversee and participate in remote and field mapping operations.
- Provide technical guidance and expertise on participatory mapping and OpenStreetMap.
- Organize, provide and facilitate OSM and GIS trainings and workshops, as needed, to local partners.
- Communicate about project activity, including assisting with regular blogs posts and (social) media updates as required.
- Represent HOT regionally and act as the regional point of contact.
- Assist in proposal development, draft technical and financial proposals, as needed to support project and regional continuity.
- Other duties as assigned.
Required Skills and Qualifications
- University degree in geography, GIS, Disaster Risk Management, urban planning or related field or equivalent experience.
- Professional/technical fluency in English AND Spanish - must be able to communicate and provide training in GIS, mapping, and other technical skills when needed.
- At least 3 years of proven and successful experience in managing field teams and implementing field mapping project(s).
- Proven record in successfully managing project budgets of $500,000 USD or more.
- Experience in GIS and spatial data analysis, including remote sensing and imagery.
- Clear vision of participatory data collection methods and community involvement, preferably using OpenStreetMap.
- Understanding of and commitment to diversity and inclusion.
- Experience with OpenStreetMap tools, such JOSM and iD, QGIS.
- Experience with mobile survey tools including OpenMapKit, OpenDataKit (ODK), Kobo Collect.
- Experience running training sessions, workshops or teaching.
- Proven ability to work independently and lead activities.
- Demonstrated leadership, versatility, and integrity.
- Demonstrated understanding of open source and open data culture and ethos across cultural contexts.
- Ability to solve practical problems and react quickly and calmly to changing or emergency circumstances.
- A good sense of humor and willingness to learn.
- Comfortable working in a fully or partially remote work environment, as well as in field conditions.
- At least 3 years experience working with humanitarian or development agencies/NGOs.
- Experience working with government agencies, NGOs, and/or disaster resilience actors in Mexico, Guatemala, Jamaica, Dominica, and/or Saint Lucia.
- Significant prior experience of leading OpenStreetMap (OSM) community, passionate and motivated about open source and open data.
- Passionate about humanitarian, disaster resilience, and development work demonstrated through prior professional experiences.
